Using the two pictures on left, it appear that when street level was raised in downtown to the second story, it did go as close to the river as the seventh street station. It also appear that a window was converted into a door, which also may be a reason for this. It also appears that the tracks were elevated, and then changed as the ground was raised along the stretch, possibly as a flood protection measure, and the tracks were placed on top. As shown in the rightmost and possibly center picture, part of the tracks remained elevated.
